Antique Vintage Miniature Japanese Asian Silver Plate? Dragon Picture Frame

Description

As found at a Virginia estate sale. I do not know if this is silver plate or some other metal. I saw similar frames on eBay & they were all silver plate & so please be aware: I do not know what this frame is made of.
The easel on the back is broken, but the front of the frame is remarkably detailed & very interesting.
